What do dog owners in Baltimore County, MD need to know about licenses, leashes, and bites?

Baltimore County sets its own licensing, leash, and bite-reporting rules. Baltimore City is a separate jurisdiction with its own rules, so none of this applies there.

A dog in Baltimore County, MD needs a license by the time it is 4 months old, within 30 days of bringing it home, or within 30 days of moving into the county. Licenses run July 1 through June 30. The county lists $7 for an altered dog and $17 for an unaltered dog, with late penalty fees of $12.25 and $29.75. An owner who is 60 or older pays $11 for an unaltered dog, and a replacement tag is $5. You need a current rabies certificate with the application, and a household with more than three dogs needs a kennel or holding-facility license. Applications go through the county's Department of Permits, Approvals and Inspections, online, by mail, or in person.

Baltimore County Code section 12-3-110 says you cannot let your dog be at large. Outside your own property, your dog stays under your physical control, except at an authorized fenced dog park. That matters for the dogs I see most. If your dog lunges, snaps, or guards, a slipped leash is how a training problem turns into a county problem. Under section 12-3-108, the Health Officer can declare a dog menacing if it attacks or injures another domestic animal, or shows aggressive or dangerous behavior while not properly confined or restrained. A menacing citation can carry a civil penalty of up to $500, and you can appeal it to the Animal Hearing Board. The county code also has separate dangerous-animal rules in Article 12, Title 8. If you have received a notice about either one, call Baltimore County Animal Services at 410-887-7297 and ask which rules apply to your dog before you decide what to do next.

If a dog bites someone, or touches a person in a way that could expose them to rabies, Maryland requires a report right away, by phone or in person, to the local police or sheriff's department. The county's bite contact is the Baltimore County Department of Health Rabies Control Program at 410-887-5463. Under Maryland regulations, a dog that has bitten or exposed a person is quarantined for 10 calendar days at the owner's expense, or humanely euthanized and tested for rabies as the regulation permits. The local health officer decides which applies. I can't give you legal advice on bite liability. What I can do is work on the behavior so there is no next time, and that starts with the evaluation.

County parks allow dogs only in designated areas, and a regular trail is not automatically an off-leash area.

The county's official dog park facilities include Perry Paw at Honeygo Run Regional Park, 9033 Honeygo Boulevard in [Perry Hall](/service-areas/dog-training-perry-hall-md/), which has separate small-dog and large-dog areas. You must register before you use it. There is also a dog park at Hannah More Park in [Reisterstown](/service-areas/dog-training-reisterstown-md/). Registration, rabies paperwork, licensing, fees, and operating rules are set by each park program, so check with the program before your first visit.

The Baltimore County Recreation and Parks Code of Conduct allows animals only in designated areas, with an exception for registered service animals. Loch Raven Reservoir is owned by Baltimore City and managed as a protected water-supply area. Dogs must be on a leash at all times there, they may not go into the water, and swimming is prohibited. If your dog is reactive, a crowded trail near the reservoir is a poor place to practice. Start on a quiet street where you can turn around, and build up from there.
